Four-County Trusted Messenger Voter Education Evaluation
The Haas, Jr. Fund has invested in trusted messenger voter education programs across four California counties: Yolo, San Mateo, Merced, and San Joaquin. The Ditas Group is conducting an independent evaluation of this multi-county initiative, assessing how well the trusted messenger model is reaching low-propensity voters, what the data shows about turnout impact, and what lessons these county-level programs hold for scaling trusted messenger infrastructure statewide and for Census 2030. Voter Outreach and Trusted Messenger Strategy
The California Democracy Partnership (CDP) is a statewide coalition of racial justice, civil rights, labor, and community organizations working to safeguard democracy for all Californians. The Ditas Group serves as lead strategic advisor on CDP's voter outreach and trusted messenger infrastructure, with a focus on building durable, community-rooted engagement systems that reach the voters traditional communications miss. This includes leading the VOICES (Voter Outreach, Information, and Corps for Election Safety) workgroup, developing the policy and legislative framework for a statewide trusted messenger program, and advising on the strategic use of California's elections budget to fund community-based voter education ahead of the 2026 midterms and beyond. By the People, for the People (BPP) is a proposed nonpartisan initiative dedicated to public civics education and democracy strengthening at the national level. Ditas Katague serves as a Founding Board Member, bringing her 25 years of experience building trusted messenger infrastructure, directing census outreach, and advising on voter education and engagement to the organization's national strategy. Philanthropy California is the statewide network of community foundations committed to strengthening California's civic and social infrastructure. As the state prepares for the 2030 Census, Ditas Katague serves as Strategic Architect for Philanthropy California's Census 2030 Framework, helping California's philanthropic community understand what they should be doing, when, and how to invest for maximum impact. The work centers on building a coordinated statewide funder table, designing the strategic architecture for a public-private partnership model, and translating the high-level national census roadmap into a California-specific itinerary that serves the full democracy continuum: census, redistricting, and elections.
